基于Gini修正G1组合赋权的低碳经济评价模型与实证

摘　　要：主要目的是通过构建低碳经济评价模型实现对低碳经济发展水平的评价,并找出低碳经济发展的影响因素,低碳经济评价结果可以对低碳经济发展的政策制定提供理论依据和参考.首先,根据低碳经济的涵义构建低碳经济评价指标体系;然后,利用G1赋权法和Gini赋权法构造了基于客观修正主观的组合赋权方法,确定评价指标的组合权重;最后,对秦皇岛市2005~2015年的低碳经济发展水平进行了实证研究,判断秦皇岛市的低碳经济发展水平,找出影响秦皇岛市低碳经济发展的因素,为秦皇岛市低碳经济发展政策制定提供理论依据和参考.The purpose of this paper is to realize the evaluation of the level of low-carbon economy by the low-carbon economy evaluation model, and find the effecting factors which influence the development of low-carbon economy. The evaluation results of low-carbon economy can provide theoretical guidance for the low-carbon economic development. The paper first developed the low-carbon economy evaluation index system,and then determined the weights of indicators by Gini and G1, establishing the comprehensive evaluation model of low-carbon economy based on Gini revised G1. At last,the paper did empirical analysis on the level of low- carbon economy development of Qinhuangdao between 2005 - 2015, determining its status and influence factors. In the meantime,the paper provides theoretical references for the development of low-carbon economy in Qinhuangdao.
