摘 要:针对中国油气对外合作项目中外方人员管控措施不够、管控缺乏依据以及外方人员费用大幅增长等状况,在详细调研油气资源国相关做法的基础上,提出了一套包括控制外方薪酬水平和增长幅度、加快本地化进程、规范组织机构、实施同工同酬等措施在内的外方人员费用管控体系,并建立了一套外方人员薪酬市场参考基准及控制年度增长幅度上限的方法。建议各油气田企业通过科学设置对外合作项目组织机构和相应岗位等,对外方人员费用进行管控;建议国家针对外籍人员从事陆上油气作业工作出台相应法规。In view of the insufficient control measures, lack of management logic, and the large increase in the costs of foreign personnel of foreign personnel in the foreign cooperation projects of China's oil and gas, the paper proposes a cost control and management system for foreign personnel including measures to control the salary level and growth rate of foreign workers, speed up the localization process, standardize organizational structures and implement an equal-pay system. It also sets up a reference benchmark of salary system for foreign workers and the method to control upper limit of annual growth. It is suggested that oil and gas field enterprises should control the costs of foreign personnel through the establishment of the proper job position setup and organizational planning. At the same time, government should promulgate relevant laws and regulations for the foreign personnel in onshore oil and gas projects.
