农村居民点用地整理时序研究——以河南省固始县为例

摘  要:深入开展农村居民点用地整理时序研究对于指导城乡建设用地增减挂钩工作具有重要的现实意义。以河南省固始县为研究区,以乡镇为评价单元,用人均建设用地标准法计算农村居民点用地整理理论潜力;在理论潜力的基础上,再从农村居民点用地整理资源集约性、经济可行性和农户接受性等构建农村居民点用地整理实际潜力评价指标体系,综合修正取得各乡镇实际潜力;根据实际潜力计算各乡镇的节约用地系数,采用聚类分析法将农村居民点整理在时间上分为四期,分别为近期整理区,中期整理区,远期整理区和暂不整理区。研究结果为固始县城市化进程中,城乡统筹发展中农村土地整治规划及合理安排土地整理项目提供科学的决策依据。The research on the sequence of rural residential land consolidation and land use is of great practical significance for guiding the link between urban and rural construction land. Taking Gushi County,Henan Province as the study area and setting the evaluation unit at the town scale,with per capita construction land standard method the theoretic potential of the rural residential land consolidation was calculated; on the basis of theoretical potential,from the rural residential land consolidation,economic feasibility and farmer acceptance the actual evaluation index system of rural residential land consolidation index was constructed,and the actual potential of the townships was revised comprehensively; according to the actual potential of the townships the land use coefficient was calculated,with cluster analysis the consolidation of the rural settlements in the time was divided into four stages,i.e.the recent finishing area,mid-finishing area,long-term finishing area and temporarily finishing area.The results of the study provide scientific decision-making basis for the urbanization process of Gushi County,the planning of rural land in the urban and rural areas and the rational arrangement of land consolidation projects.
