民族地区县级公立医院改革的现实困境及对策研究

摘　　要：通过研究相关文献结合实地调研的方法,归纳了当前民族地区县级公立医院改革存在的现实困境,主要表现为多民族文化背景下的县级公立医院改革认同障碍,社会保障体系不健全导致的县级公立医院功能缺失,经济发展滞后导致的县级公立医院改革财政负担过重。认为民族地区县级公立医院改革应当以公共利益、公平正义及公共选择作为改革的价值逻辑并据此提出了相应的对策建议,如差别化地制定符合民族地区实际的医疗政策,进一步降低民族地区医疗服务价格等。By field work as well as literature review, this study concluded the current reform predicament in country-level public hospitals in minority area, believing that the main problems were identification obstacles of country-level public hospital reform under the background of multi ethnic cultures, lack of function of country-level public hospital under the imperfect social security system, financial burden of country-level public hospital reform under the lag of economic development. The authors believed that the current reform should base on ideological logic, take public advantages, justices and public choices into consideration, and take countermeasures such as making medical policy in accordance with the actual situation in minority area, further reducing the price of medical service in minority area and so on.
