摘  要:2013年以来,我国相继在7个省市启动了碳排放权交易试点为建立全国统一的碳交易所积累经验。以这7个试点为研究对象,从市场运行效率、经济效益、社会效益、环境效益和能耗排放控制多个角度比较各市场的运行效率。结果表明,各试点在交易机制设计中的差异导致其运行效率的表现差异很大,很难在交易所的机制设计中达到多方兼顾的目标。因此应认识到我国建立全国统一市场的复杂度,借鉴欧盟等地区的经验,结合我国的国情,正确认识我国碳交易市场所处的发展阶段,锐意创新,逐步完善碳市场机制,提高碳市场运行效率,真正达到低碳发展、节能减排的目的。since 2013,China has launched the carbon emissions trading pilot in seven provinces and cities,accumulating experiences to establish a national unified carbon trading market.Taking the seven pilot projects as the research object,the operational efficiency of each market is compared from the aspects of market operation efficiency,economic benefit,social benefit,environmental benefit and energy consumption emission control.The results show that the differences in the design of the trading mechanism result in the differences in the performance of the operation efficiency,which makes it difficult to achieve the goal of multiple parties in the design of the exchange mechanism.Therefore,the complexity of establishing the national unified market in our country should be fully aware.By drawing lessons from the European union,fully taking domestic condition in to consideration,it is suggested understand the stage of the development of our carbon trading market and accordingly introducing new rules and laws,optimizing the carbon market mechanism,improving the operation efficiency of the carbon market,and truly achieving the goal of low carbon development,energy saving and emission reduction.
