民族地区包容性创新能力测度研究——基于民族七省区“十二五”时期的面板数据

摘　　要：结合包容性创新能力对民族地区经济社会发展的理论价值,在既有研究基础上,构建具有民族区域特色的包容性创新能力测度指标体系;运用民族七省区"十二五时期"面板数据对我国民族地区包容性创新能力进行综合测度,获得各地区综合能力指数;回归再检验结果显示,高速公路密度和外贸依存度对区域包容性创新能力存在正向作用,建议民族地方政府加大基础设施建设、积极开拓跨区域经济合作,同时加快城镇化建设,并稳定一支农村实用人才队伍,以因地制宜地提升当地包容性创新能力。Based on the theoretical value of inclusive innovation ability and economic and social development in ethnic areas, this paper constructs an inclusive innovation capability measurement index system based on the existing research. Based on the panel data of national seven provinces in the ＂Twelfth Five-Year＂, this paper makes a comprehensive measurement on the inclusive innovation ability of ethnic regions in China, and obtains the regional comprehensive ability index. The results of regression and re-examination show that highway density and dependence on foreign trade have positive effects on regional inclusive innovation capacity. It is suggested that local governments increase investment in infrastructure construction, actively develop trans-regional economic cooperation, accelerate urbanization and stabilize the development of practical personnel in rural areas, and enhance local inclusiveness of innovation in accordance with local conditions.
