社会学制度主义视角下现代职业教育体系国家制度建设分析

摘　　要：现代职业教育体系国家制度是国家职业教育制度的集合,它在各种机构与组织、权力与行为的关系中交织形成。基于社会学制度主义,现代职业教育体系国家制度建设包括规制性要素、规范性要素、文化-认知要素。目前,我国现代职业教育体系国家制度建设面临以下困境:制度环境固化,良好的制度建设氛围营造受到阻滞;制度包容性不够,协调、针对性的制度规范难以确立;制度供给不足,系统、科学的规制性框架尚未形成;制度化过程乏力,有效的制度关注与执行难以到位。现代职业教育体系国家制度建设要走出当前困境,应营造制度建设氛围,达成制度文化认同;明晰制度规范尺度,确保制度的灵活性;直面制度现实需求,强化法律法规供给;调动多元主体参与,落实各方主体权责。The national system of modern vocational education system is a collection of the national vocational education institutions.It is interwoven in the relationship between various institutions and organizations,power and behavior.Based on the analysis of the sociological institutionalism,clarify the three elements of the national system of modern vocational education system,and found that institution construction still faced with some dilemma.Firstly,the system environment is solidified,and a good system construction atmosphere has been blocked;secondly,the system is not inclusive enough,and it is difficult to establish a coordinated and targeted institution;thirdly,the system supply is insufficient,and the systematic and scientific regulatory framework has not yet formed;fourthly,the institutionalization process is weak,and effective system attention and implementation is difficult to reach the designated position.In order to get out of the current predicament,the government should build the atmosphere system construction,get the cultural identity of institution;clear system standard,ensure the flexibility of the institution;face the reality needs,strengthen the laws and regulations of supply;mobilize multiple subjects involved,implement the power and responsibility of the parties.
