摘  要:工业化和城市化快速发展进程中,合理利用土地并保护生态环境成为热点问题。文章以湿地面积缩小、水土流失、功能退化及环境污染等问题突出地区—黑龙江省煤电化基地为研究区域,选取2004~2013年指标数据,构建土地利用与生态环境评价指标体系,利用综合函数、协调度模型评价两者之间关系,运用GM(11)预测其未来发展趋势。结果表明,两者之间存在复杂非线性动态协调关系,2004~2013年黑龙江省煤电化基地土地利用与生态环境协调性呈上升趋势,经历"中度失调—濒临失调—初级协调—中度协调"四个阶段;2004~2008年属波动调整期;2009-2010年处于平稳过渡期;2011~2013年为稳步发展期;2004年空间上呈中间高,南北低特点;2007年出现南低北高状态;2010年呈现两极分化特点;2013年协调等级全部达到中度协调状态;未来五年6个城市协调等级逐渐趋向优质协调发展类型并具稳定性。In the process of rapid development of industrialization and urbanization, the rational use ofland and protection of ecological environment has become one of the hot issues in the world. Areas withprominent problems such as shrinking wetland area, soil erosion, functional degradation and environmentalpollution in eastern coal-electric base in Heilongjiang Province were studied, selecting index data in 2004-2013,constructing land use and ecological environment evaluation index system, using comprehensive functionand coordination degree model to evaluate the coordination relationship, and GM (1:1) was used to predictits future development trend. The results showed that there was a complex nonlinear dynamic coordinationrelationship between them, the coordination between land use and eco-environment was on the rise in easterncoal- electric base in Heilongjiang Province in 2004- 2013, and it has gone through four stages: moderatemaladjustment, verge disorder, primary coordination and moderate coordination, it was fluctuation adjustment period in 2004- 2008; stationary transition period in 2009- 2010; steady development period in 2011- 2013.The space was middle height, low south and north in 2004; the south was low and north was high in 2007; itshowed polarization characteristics in 2010; all the coordination levels reached moderate coordination in2013; and in the next five years, the level of coordination will gradually become the type of coordinateddevelopment with high quality in six cities; and achieve a certain stability.
