摘 要:对美国、加拿大12个高教中介组织研究发现:两国高教中介均以非官方性为主,坚持非营利目的;组织功能类型多元互补,涉及高等教育各领域;管理上采取董事会负责制,人员构成来源广泛;建立会员制度吸收公众参与,提供教育服务,扩展社会影响;利用特色业务自主筹措运行经费。培育发展我国高教中介组织,在外部应加强扶持管理,明晰其功能定位,做好权力让渡,加强法规建设;在内部应优化其运行机制,强化自我约束,提升业务的专业化水平。Through the study on the 12 higher education intermediary organizations of America and Canada, it was founded that: their nature was mainly nonofficial and adhered to the non-profit purposes; their functions and types were multiple and complementary and involved in each area of higher education; board of trustees was universally adopted to handle the internal affairs and members of the board of directors were widely representative ; membership system was applied to absorb public participation, provide educational services and enhance sotial impact; to raise the daily running expenses independently by variety of ways according to their special business. Learning from foreign experiences to develop Chinese higher education intermediary organizations, on one hand we should enhance support and management, further clarify their functions and positions, promote government power transfer, and strengthen the construction of laws and regulations from the external level; on the other hand we should endeavor to mend the higher education intermediary organization's running mechanism, strengthen self" constraint and enhance their professional level of business fi'om the internal level.
