国企混改不能搞大规模“抽血疗法”——与厉以宁教授商榷  

No Large-scale “Blood Therapy” in the Mixed Ownership Reform of State Owned Enterprises:A Discussion with Professor Li Yining

摘　　要：本文与关于国有企业混合所有制改革的流行错误观点商榷。对国企混改提出的政策性建议是:第一,国企改革(含混改)要坚持《中共中央国务院关于深化国有企业改革的指导意见》确定的目标,坚决抵制"私有产权迷信"。第二,"做强做优做大国有企业"和"做强做优做大"国企中的国资应该是相辅相成的辩证关系。国家所有权政策要保证国企中国有股及国有股东表决权的控制力优势。第三,国企混改要考虑由国有股权多少决定的利润分配及对谁最有利的大问题。第四,党和政府对国企混改要有更长远的战略规划和目标,对其前途做"多手准备"。第五,要用正确方法、适度量化的标准来规范扩大国有经济"控制力、影响力"目标,警惕有人以扩大国有经济"控制力、影响力"为借口,在混改中大搞私人股"尽可能多"的错误取向。This article discusses the popular misconception regarding the mixed ownership reform of the state-owned enterprises. The policy suggestions for the mixed ownership reform of state-owned enterprises are as follow：First, the reform of state-owned enterprises （including the mixed ownership reform）, we need to adhere to the goals of the ＂Guiding Opinions on deepening the reform of state-owned enterprises＂ set by the Central Committee of the CPC and the State Council, and resolutely resist the superstition of private property rights. Second, ＂making the state-owned enterprise bigger, better and stronger＂ and ＂making the national capital in state-owned enterprises bigger, better and stronger＂ should be complimentary to each other. The policy of state ownership should guarantee the controlling power of the state- owned shares and state-owned shareholders＇ voting rights in the state-owned enterprises. Third, the mixed ownership reform of the state-owned enterprises should consider the distribution of profit determined by the amount of the state- owned shares and who benefits from it most.Fourth, the party and the government should have a longer-term strategic plan and goal for the mixed ownership reform of the state-owned enterprises, and make ＂multiple preparations＂ for their future. Fifth, we should standardize and expand the target of ＂controlling power and influence＂ of the state-owned economy by using the correct method and the appropriate quantified standard. We should guard against the wrong orientation of private shares in the mixed ownership reform under the disguise of expanding the control power and influence of the state-owned economy.
