摘  要:生源地贷款已成为国家助学贷款的主体,其实施的成效对国家助学贷款及学生资助政策的效果具有重要影响。然而,在实际的实施过程中尚存在制度设计不够科学,组织实施难以到位,资助对象配合不够的问题。为此建议:在制度上再完善,实现约束性和人文性的平衡;在流程上再设计,推进系统性与开放性的统一;在执行上再强化,注重规范性与灵活性的调适。The native place student-aided loan has become the main subject of national student-aided loan, and its implementation effect has an important effect on the effect of national student-aided loan and student-aid policy. However, in the process of the actual system implementation, problems exist, such as not enough scientific system design, difficulty to organize and implement, improper coordination of grant-aided student. Therefore, it is suggested to further perfect the system to balance the binding and humanism, to re-design the process to promote the unity of systematicness and openness, further strengthen the implementation with the emphasis on the adaptation of standardization and flexibility.
