摘　　要：特殊教育发展是社会文明进步的主要标准,办好特殊教育,必须构建与完善现代特殊教育的三个体系,即特殊教育自身发展体系、特殊教育社会服务体系和特殊教育支持保障体系。现代特殊教育的三个体系是一个相辅相成的系统工程,但特殊教育支持保障体系的完善是实现特殊教育现代化的重中之重。特殊教育支持保障体系主要涉及政策法规、特教师资与专业支持、信息资源与社会支持等四个方面。特殊教育自身发展体系和社会服务体系的形成与完善,会巩固特殊教育支持保障体系的健全与完善。As the main standard of social civilization,the development of modern special education requires the construction and perfection of three systems for it： the system of self-development,the system of social service and the support system. The three systems intertwine with each other to establish an organic project,but the support system overwhelms the rest with its own significance of accomplishing the modernization of special education. The support system of special education mainly incorporates the aspects of policies and regulations,the faculty for special education and its specialty support,the information resources and its social support. Moreover,the formation and perfection of the self-development system and the social service system will consolidate the support system.
