农业财政支出影响农田利用碳排放的区域差异研究

摘　　要：农田利用碳排放是农业碳排放的主要碳源之一,测算了各省农田利用碳排放量,分析了农业财政支出对农田利用碳排放的影响机制,基于2000-2014年的省级面板数据,在考虑经济发展水平和农产品种植结构的区域差异基础之上,实证分析了农业财政支出对农田利用碳排放的影响效果。研究结果表明:农业财政支出显著地提高了单位播种面积农田利用碳排放,该影响的区域差异仅与农产品种植结构相关,在以种植玉米为主的地区最显著,其次是以种植水稻或小麦为主的地区;农业财政支出有利于降低农田利用碳排放强度,减排效应的区域差异与经济发展水平和农产品种植结构均相关,在东部地区和以种植玉米为主的地区最强,其次是中西部地区和以种植水稻或小麦为主的地区。为提升农业财政支出的碳减排效果,应优化财政支出偏向,提高政策与当地农业资源禀赋的耦合程度。Carbon emission from farmland use is one of the major sources of agricultural carbon emissions.This paper calculates carbon emissions from farmland use and analyzes the influence mechanism of fiscal expenditure of agriculture on carbon emissions from farmland use and the actual effect based on provincial panel data from 2000 to 2014. The empirical study result shows that the fiscal expenditure of agriculture significantly improves the carbon emissions of unit sown area of farmland and the effect is only related with the structure of agricultural planting. The effect is the most significant in the region with mostly planting corn,followed by regions with planting rice or wheat mostly. Fiscal expenditure of agriculture is helpful to reduce carbon emission intensity, the effect is both related with the level of economic development and the structure of agricultural planting. Emission reduction effect of fiscal expenditure of agriculture in the eastern region and region with planting corn mostly is the strongest, followed by the central and western regions and regions with planting rice or wheat mostly. In order to improve the carbon emission reduction effect of fiscal expenditure of agriculture, the fiscal expenditure preference should be optimized and the coupling degree between policy and local agricultural resource endowment should be improved.
