吉林省建立农户宅基地及庭院建设用地指标收储制度研究

摘  要:推进农业转移人口市民化是我国现阶段城镇化工作的核心。吉林省应在城乡建设用地增减挂钩工作基础上,充分考虑农民工购买城市住房需求的强烈意愿,进行制度创新,建立农户宅基地及所在庭院建设用地指标收储新模式。新模式将打破整村搬迁旧模式,成立省级收储公司,农户自愿向收储公司提出申请,复垦宅基地及庭院,收储公司验收合格后,收储农户宅基地及庭院所占农村建设用地指标,支付价款冲减农户在城市购房支出。收储公司打包出售建设用地指标,平衡收支。该制度充分平衡各方需求,社会及经济意义重大,且具有切实可行性。Promoting the urbanization of agricultural transfer population is the core of our country's urbanization at the present stage. Jilin Province should consider fully migrant workers to buy urban housing demand for strong willingness based on the increase or decrease of urban and rural construction land, carry out institutional innovation and establish a new model for farmers' homestead and their courtyard construction land index collection and storage. The new mode will break the old model of the whole village relocation, establish the provincial storage company, volunteer to apply to the receiving and storage company, reclaim the house and courtyard. After collecting rural construction land index of the farmer's house and courtyard, pay the price to reduce the farmer ' s purchase expenditure in the city. The storage company is packing and selling the construction land index and balancing the income and expenditure which fully balances the needs of all parties, has great social and economic significance, and is feasible.
