“双一流”建设中地方政府的注意力配置——基于30项省域政策文本的NVivo软件分析

摘　　要：地方政府是"双一流"建设的关键主体。注意力是一种稀缺资源,地方政府决策行为的优化依赖于注意力的合理配置。本文以30项省域政府"双一流"政策文本为研究对象,运用Nvivo11质性软件进行文本处理和定量分析,描述地方政府注意力配置的整体分布和具体特征。研究发现,地方政府在注意力配置时未充分考量约束条件,配置结构优化程度不够,配置对象的分类方法有失规范。因此,建议地方政府实施跨期动态的注意力配置策略,采用边际替代率均衡的结构优化思路,关注注意力配置对象分类的"类型"维度。Local government is the key subject inthe construction of＂Double World-class＂. Because the resource of attention is scarce, the optimization of decision-making behavior of local government depends on the reasonable disposition of attention. Taking＂Double World-class＂ policy texts of 30 provincial government as the research object, this paper uses the quality software named as NVivo 11 for text processing and quantitative analysis.This method could describe the overall distribution and specific characteristics of the local government＇s disposition of attention. The study found that the local government did not fully consider the constraints in the disposition of attention. The optimization of disposition structure is not enough, and the classification method of the disposition object is not standardized. Therefore, it is suggested that the local government implement the strategy of focusing on the implementation of intertemporal dynamics, and use the structural optimization strategy of the marginal rate of substitution equilibrium, and pay more attention to the ＂type＂ dimension of attention object classification.
