摘  要:当前职业院校招生困难,职业教育遇冷萎缩,处境困难。除了生源减少的客观原因外,从公共政策学角度看,政策短板表现为"学历主义"用人政策导向,职业教育"弱势群体教育"的定位和职业教育"断头式教育"设计等问题。要坚持多部门协同联动,改革用人政策,提高职业技能价值,消除政策公平性障碍,使国家政策在职业教育发展中更能反映社会公共利益。At present ,the student resource of vocational education is shrinking ,and the vocational colleges are faced with the difficulties of recruiting students. In addition to the objective reasons for the reduction of origin,from the perspective of public policy, the policy short board is mainly manifested by the policy orientation of "educational doctrine", the orientation of "disadvantaged group education" in vocational education, and the design of "severed education" in vocational education. Therefore ,we should adhere to the cooperative linkage of multiple departments,reform the policy of employing people,improve the value of professional skills and eliminate the barriers of policy fairness. In this way,the national policy can reflect the social public interests in the development of vocational education.
