浙江河长制的运作模式与制度逻辑

摘　　要：浙江是全国率先推行河长制的典型地区之一,形成了较为系统完善的河长制制度架构和运作模式。制度架构方面,具有制度建设规范化、制度目标明确化、制度机构统一化等特点;运作模式方面,具有管理模式属地化、职责配置包干化、运作机制科学化和监督考核严格化等特点。浙江河长制的运作模式体现了我国地方政府行政治理架构的典型特征,包括属地化管理、行政逐级发包和政绩考核三大机制。其发展完善应立足于制度机理与约束条件的具体分析。Zhejiang is a typical area that first implemented the river chief system in China and has formed a relatively advanced institutional framework and operation mode. In the aspect of institutional framework,this system in Zhejiang possesses the characteristics of standardized institutional construction,clear institutional goal and unified institutional organization. In the aspect of operation mode,it possesses the characteristics of localized management mode,contractual allocation of responsibility,scientific operation mechanism and strict assessment and supervision. The operation mode of the river chief system in Zhejiang reflects the typical characteristics of the administrative structure of China's local government,including three mechanisms of localized management,contractual administration on each levels and achievement assessment. And the development and improvement of this system should be based on concrete analysis of institutional mechanism and constraint condition.
