长江经济带背景下的内河港口发展研究—以重庆万开云港口为例

摘  要:随着长江经济带重大区域战略的提出,长江沿线港口迎来历史发展机遇。以重庆万开云港口为例,总结了港口能力供过于求、港口作业区布局分散、港口码头设施水平低下以及港口运输同质化竞争严重等现状问题。研究分析了长江中上游港口设施利用率较低、港口设施仍大规模建设规划、三峡过闸能力瓶颈制约的内河运输形势,以及沿江陆路通道分流影响、航运市场整体低迷、内外贸增长趋势分化等水运外部环境。基于现状问题与发展环境,研究提出万开云港口应该明确港口功能定位、集约化发展作业区、拓展港口服务功能、联动组织长江中上游港口4个方面的发展策略。With the development strategy of Yangtze River Economic Zone, the ports along the Yangtze River are facing historical development opportunities. Taking the Wankaiyun Port in Chongqing as an example, this paper analyzes the current problems these ports are facing, including the oversupplied port capacity, the scattered distribution of operation areas, the low-level port facilities, and the serious homogeneity transport competitions. As to the inland transport, it is found that the utilization of port facilities is low while the construction of facilities is still large-scale; the transportation is also restricted by the bottleneck of the Three Gorges Dam. For the external transportation environment, there are the distributaries of roads, the overall downturn of the shipping market, and the disparity of domestic and foreign trade. Therefore, four development strategies are proposed: Wankaiyun Port should find its own function orientation, intensively develop its work areas, expand its services and work with other ports in the upper middle reaches of the Yangtze River.
