摘  要:宏观的政策控制对于教育政策的实施极为重要,由于国家助学金的评定政策未能合理地划定主体责任致使主体间权责不均衡,导致高校责任过重、高校所在地政府责任过轻、生源地政府疏于核查贫困生信息等诸多问题,影响着这一政策达成预期效用。为此,需要构建主体权责明晰、协同合作的新型国家助学金评定模式,以提高国家助学金的评定精准度,充分发挥国家助学金在高等教育人才培养中的保障作用。Macro policy control is extremely important for the implementation of educational policy. As the central government fails to clearly define the main responsibility in the assessment of the state grants, the responsibility of the subject is not balanced, which leads to the excessive responsibility of the university and the light responsibilities of the local governments and students. It also leads to the lack of motivation for the student' s original government to carefully verify the information, which makes it impossible for the policy to get the contemplated effects. Therefore, we need to construct a new state grants assessment model with rights and responsibilities clearly defined so as to improve the assessment effect of the state grants.
