我国新型农村合作医疗基金预算支出绩效的探索性评价

摘　　要：提高基金支出使用效益,促进新农合可持续健康发展是实施新农合基金预算支出绩效评价及管理的基本目标。以公共项目逻辑模型和"4E"准则的框架理论为依据,结合国内某省会城市2013和2014年度新农合基金绩效评价的案例,综合运用文献分析和德尔菲法开发出一套由投入、过程、产出和效益4个一级指标、10个二级指标以及23个三级指标组成的新型农村合作医疗基金预算支出绩效评价指标体系。该指标体系的权重由群组层次分析法确定,并进行了一致性检验和分析。研究结果表明,受益水平、参合农民满意度和资金落实是影响新农合基金预算支出绩效的三个重要指标。Improving expenditure benefit and promoting sustainable and healthy development of the New Ru- ral Co-operative Medical System （NRCMS） are the basic goals for the assessment and management of NRC- MS expenditure performance. Based on the framework theories of the public project logic model and 4E cri- teria and by referring to a case of NRCMS fund performance assessment in a provincial capital city in 2013 and 2014, document analysis and Delphi method, this research develops a NRCMS fund budget expenditure performance assessment index system, which consists of four class 1 indexes including investment, process, output and benefit, 10 second-level indexes and 23 third-level indexes. The weight of this index system is de- cided by Group Decision-Analytic hierarchy process; and test and analysis for its consistency has been con- ducted. The research findings show that benefit level, satisfaction of the NRCMS farmers and capital imple- mentation are three important indexes influencing NRCMS fund budget expenditure.
