摘　　要：本文研究用来估计人口普查覆盖误差的双系统估计量、普查错误计数估计量、普查遗漏估计量,以及它们的抽样方差估计量。采用文献解读与数理模型相结合的研究方法。创新之处在于,提出精度高的普查遗漏估计量,厘清了估计普查净误差两种公式的数量等价关系及其应该具备的条件。以土耳其1990年人口普查质量评估资料做实证分析。实证结果表明,1990年土耳其全国人口普查净误差率为6.5%,普查遗漏率为9.4%,普查错误计数率为2.9%。研究对我国未来人口普查质量评估方案的制订有借鉴价值。This paper studies the dual system estimator, census erroneous enumeration estimator, omission estimator and their sampling variance estimators to be used to estimate the census coverage error. Literature interpretation and mathematical model methods are adopted. The innovation of this paper is to put forward a high precision omission estimator of the census, and to clarify the equivalence relation between the two formulas of the estimation of the net error of the census and the conditions that should be provided. An empirical analysis is carried out using data from the Turkey census quality assessment 1990. The empirical results show that the Turkey 1990 national net census error rate is 6.5 percent, the census omission rate is 9.4%, the census erroneous enumeration rate is 2.9 percent. The research has reference value for the formulation of our country＇s future census quality assessment program.
