综合性“司晋督”警衔晋升训练的课程设置研究——基于对公安部训练大纲的解析

摘　　要：随着警衔晋升训练的精简,司晋督训练的必要性受到专业训练等其它训练的挑战,但司晋督训练适用于各警种部门,具有综合性特征。训练条令规定了训练的基本内容,尽管与其它训练项目存在一定关联,但仍具有自身特点。公安部训练大纲进一步为司晋督训练的课程设置提供了依据和指导,规定了四个训练单元的核心课程和学时,课程亦可进行模块化整合。依据大纲对司晋督训练的具体课程进行设置,合理安排课程的选择方式、教学形式和考核办法,应重视思想政治教育和警务技战术单元,尤其要注重对普遍适用的公安业务课程的设置,并充分运用研讨课以发挥学员的自主性,提升训练效果。As the training for police promotion in rank has been condensed, the necessity for the training in promotion from superintendent to supervisor（TPSS） has been challenged by other police training such as professional one. However,TPSS is characteristic of comprehensiveness（synthesis） rather than professionality, which means its universal adaptability for varieties of police classifications and professions. The regulations of police training outlines the basic contents of TPSS that has its own features despite its relevance to other types of training. The syllabus of police training issued by Ministry of Public Security provides a foundation and guideline for course setting in TPSS, specifying the training hours and the core curriculum of four training units which are able to be integrated among modules. Detailed course setting of TPSS based on the syllabus should define properly the selection,teaching form and assessment of courses,focusing on political ideas,skills and tactics in use of force,especially the generally applicable course on police work,and taking full advantage of the symposium to realize trainees＇ autonomy and enhance training effects.
