生态脆弱民族地区旅游惠民的相关理论辨析——基于生态文明理念

摘　　要：通过文献研究阐述生态文明的内涵,界定生态脆弱民族地区范围和特征,归纳旅游民生和旅游惠民的内涵。在此基础上,通过案例分析,指出生态脆弱民族地区旅游惠民的可行性和旅游资源开发惠及民生的重点和难点。最后提出生态脆弱民族地区旅游资源开发惠及民生的路径,包括在法制层面构建低碳旅游惠民保障体系,在实践层面发展低碳旅游惠民示范区,在技术层面强化生态环境、旅游资源保护,在教育层面加强原住民旅游职业教育与培训。Expound the connotation of ecological civilization through literature research,scope and characteristics of the ethnic minority areas are explained through literature research. Based on the analysis,the connotation of the local benefiting by tourism is inducted,and the key and difficult points of developing tourism in fragile ecological minority regions are pointed out. Also the difficulty in the development of tourism resources to benefit the local is emphasized. In the last part of the paper,path selection of local benefiting by tourism in fragile ecological minority regions is proposed,including that constructing the guarantee system of low carbon tourism benefits to the people in the legal system,developing low-carbon tourism-benefit demonstration area at the practical level,strengthening the ecological environment and protecting the tourism resources on the technical level and additional strengthening aboriginal tourism vocational education and training at the educational level.
