基于改进三维生态足迹的盐城市自然资本利用特征研究

摘　　要：自然资本的利用评价是区域可持续发展的重点。本文利用改进的三维生态足迹模型,将足迹深度与足迹广度作为研究重心,并引入存量、流量资本利用率、足迹深度与广度变化率以及剪刀差等指标实证分析了2005~2014年盐城市自然资本动态变化特征。结果表明:盐城市的人均生态赤字由2005年的2.20 hm^2增加到2014年的3.41 hm^2,呈逐年扩大趋势;2005~2014年,耕地对生态承载力的贡献率最大,水域对生态足迹的贡献率最大;2005~2014年耕地、草地和水域处于生态赤字状态,而林地和建筑用地处于生态盈余状态;2005年盐城市的足迹深度已经超过1,2014年更是达到了近30,这表明盐城市已进入生态赤字时代,大幅度消耗存量资本成为区域发展的常态;虽然存量资本被过度消耗的趋势有所减缓,但足迹深度与足迹广度的反向趋势依然持续。结论:增加自然资本的流动性和收益率,进一步降低存量资本的消耗速度是区域实现可持续发展的必要前提。The utilization and evaluation of natural capital is priority for regional sustainable development.Based on an improved three-dimensional model of ecological footprint,this research studied the characteristics of dynamic variation of natural capital in Yancheng City in 2005- 2014.The ecological footprint depth and footprint size were the foundation.Some indexes were introduced to improve the results,such as the rate of footprint depth and footprint size,occupancy rate of capital flows and utilization ratio of stock to flow,scissors difference and so on.The results showed that：（1） The ecological deficit per capita increased from 2.20 hm^2 in 2005 to 3.41 hm^2 in 2014;（2） Arable land,grassland,waters were in a state of deficit from 2005 - 2014,while woodland,construction land were in a state of surplus during the same time;（3） The footprint depth of ecological footprint was over 1 in 2005 and it reached 30 in2014,which means Yanchenghad entered the era of ecological deficit;（4） The footprint size increased from 0.46 hm^2 in 2005 to 0.58 hm^2 in 2014;（5） Although the trend of excessive consumption of capital stock slowed down,the reverse trend of footprint depth and footprint size still continued with the time being.The prerequisite to realize theregional sustainable development is the improvement of the liquidity and yields of natural capital,and the reduction of the consumption rate of stock capital.
