模糊性政治任务的科层运作——A县政府是如何建构“创新”政绩的?

摘　　要：地方政府如何落实“非明确任务”？本文从模糊性政治任务的科层运作出发,基于A县的社会创新实践,描述与分析科层组织完成创新任务的情境与行动策略。研究发现,模糊性政治任务的科层运作实质就是地方政府通过组织常规的行政工具,采取常规化、指标化、形式化等行动策略,巧妙转换任务性质,确立任务竞争指标,扩大任务成效的政绩建构行为。由此,作为激励的（中央）政策目标转换为作为认知的（地方）执行目标被落实。就“科层组织”而言,丰富了组织任务完成的过程研究;就“创新”研究而言,提供了组织行为的研究视角。而“模糊性政治任务”这一研究议题,有待进一步拓展,以深化对地方政府行为策略的认识。实践层面上,应注意规避政绩式创新及其带来的负效应,回归应对管理问题的实质性创新。The objective of this paper is to illustrate how local governments implement the"unspecified task".Starting from the hierarchical operation of the vague political task,based on the practice of social innovation in a county,this paper describes and analyzes the situation and action strategy of the bureaucratic organization to complete the innovation task.It is found that the essence of the bureaucratic operation of the unspecified political task is a kind of political achievements construction behavior.That is,the local government through the organizational regular administrative tools,adopts the action tactics such as regularization,indexing and formalization,skillfully transforms the nature of the task,establishes the task competition index and enlarges the task.As a result,the goal of the(central)incentive policy is converted into(local)cognitive implementation goals.In terms of"bureaucratic organization",it enriches the research on the process of organizational task completion.As far as the innovation research is concerned,it provides the research perspective of organizational behavior.However,the research topic of"unspecified political task"needs further development,so as to deepen the understanding of local government behavior strategy.Attention should be paid to avoiding the innovation for political achievement and negative effects brought by it,and return to the substantive innovation of the management problem.
