摘　　要：川甘青毗邻藏区是国家"两屏四地"的重要组成部分,该区域集自然环境恶劣、生态系统脆弱、社会问题复杂、经济发展滞后和宗教文化多元于一体。随着生态环境的不断恶化,生态危机日益凸显,不断吞噬着农牧民赖以生存的资源和环境,区域陷入生态退化和生计衰微的双重发展窘境。选取四川、甘肃、青海三省八县为调查对象,以实地座谈、访谈和问卷调查等方式了解农牧民生计状况、生态参与情况以及地方政府、寺庙与农牧民互动关系,寻找破解困境的"钥匙"。研究认为,农牧民可持续生计框架的搭建尤为重要,关键是提高农牧民自身发展能力,实现区域的内源式发展。Sichuan, Gansu and Qinghai Xizang area was an important part of the country＇s ＂two screens and four places＂, which was char- acterized by harsh natural environment, fragile ecological system, complex social problems, lagging economic development and diversified reli- gious culture. At present, with the deterioration of the ecological environment, the ecological crisis became increasingly prominent, and constantly engulfed the resources and conditions for the survival of farmers and herdsmen, and the region was trapped in the dual development of ecological degradation and declining livelihoods. This paper selected the region of 8 Counties of Sichuan, Gansu and Qinghai as the research object. Through on - the - spot discussion, interview and questionnaire survey, we could understand the livelihood situation of farmers and herdsmen and the ecological participation, and the local government, the temple and the interaction between farmers and herdsmen found the key to solve the dilemma. The paper argued that the establishment of sustainable livelihood framework for farmers and herdsmen was particularly important, the key to improve the development ability of farmers and herdsmen, to achieve the regional endogenous development.
