摘  要:运用政策变迁的多源流理论分析发现,学前教育政策议程设立是在问题源流、政策源流和政治源流等因素的影响下,由政府官员、咨询顾问、政策研究者及其他利益相关者等政策共同体相互作用的过程和结果。目前,正规教育体系所提供的学前教育资源和服务难以满足群众多元且优质的教育需求。坚持多角度分析、假设论证和避免权威分裂,是推进学前教育供给侧结构性改革政策议程设立的必要与可行举措。This paper uses and analyzes multiple-streams theory of policy change. Educational supply-side structural reform signifies the interactive process and result of government officials, consultants, policy researchers and other stakeholders under the impacts of problem stream, policy stream and political stream. Nowadays, educational resources and services provided by the regular education system are hard to satisfy the diverse high-quality education demands of the masses. Multi-dimension analysis, hypotheses argumentation and the avoidance of authoritative division are necessary and feasible measures to promote the agenda of supply-side structural reforms on preschool education.
