摘 要:随着公立医院改革不断推进,建立符合医疗行业特点的人事薪酬制度已经成为全社会的共识。笔者基于项目管理的理念和方法,总结医院绩效改革的总体思路和实施环节,结合医院实际情况将绩点制绩效改革具体分为项目启动、项目计划、项目实施和项目收尾四个阶段,在每个阶段设立目标和时间节点,实施阶段进行监控和反馈,发现问题及时整改,旨在通过绩效改革推动医院的战略发展和精细化管理。With the deepening of public hospitals reform,it has become a common sense to establish a pay system which is in conformity with the characteristics of medical service. This article,with the use of theories and methods of project management,summarized the overall thoughts and implementation of point performance management reform in public hospitals,and,according to the practical situation of different hospitals,divided its process into four phases: project initiating,project planning,project implementing and project ending. Objectives and time point would be set for each phase,and the project implementing phase would be monitored so that feedback would be made and mistakes would be found out and corrected timely. Hospitals ' strategic development and fine management would be promoted through performance management reform.
