基于本体的PPP项目风险信息建模与检索

摘　　要：PPP项目模式多、生命周期长的特点导致了其风险类型更加多样,所涉及的信息也更为冗杂。再加上PPP项目的参与方众多,使得PPP项目风险信息查找和共享难的问题尤为突出。本文将本体建模方法引入到PPP项目中,建立PPP项目风险信息本体以完成对PPP项目风险信息的存储、组织和复用。首先使用Protégé建立PPP项目风险信息领域本体模型,构建类、属性及类之间的关系;其次借助Jena推理工具对本体模型进行推理,通过自定义规则的定制,实现了对PPP项目风险信息的识别与推理,并能够满足特定用户的信息检索需求;最后通过建立本体库、规则库以及编制检索语句完成推理系统的实施。经过专家论证,该方法可以快速有效地发现PPP项目风险的多方面关联信息,提高相关人员的决策效率。The multiple modes and long life cycle of the PPP project resulted in the diversity of risk and complexity of information. Particularly, the numerous participants caused the difficulty in searching and sharing risk. A combination of ontology-based modeling techniques and PPP-based risk analysis methods is proposed to deal with the complexity in storage,organization and re-use of risk information. Firstly,this paper builds PPP risk ontology model and constructs the relationships between classes and attributes by the Protégé; secondly, this paper realizes identification and reasoning of PPP risk by Jena and custom rules,and fulfills the retrieval requirement of particular users; finally,the retrieval system is established on the basis of ontology databases,rules databases and retrieval statements. The method in this paper can find correlation risk information of the PPP project as expeditiously as possible and improve the efficiency of decision.
