多民族国家的语言政策探析

摘　　要：语言问题是多民族国家政府制定国家政策时必须考虑的问题,语言政策制定不当往往会引起民族冲突,影响社会的安定与发展。多民族国家在制定语言政策时,首先必须符合本国实际,严格遵守民族平等、语言平等的原则。其次,多民族国家在制定并推行国语和官方语言时,应遵循多语言文化主义原则,它体现了对少数民族自身存在及语言文化权利的尊重与认可。第三,多民族国家在制定语言政策时应适当采取语言立法,保护少数民族的语言文化权利。Language issue must be taken into consideration when government formulates national policies in multi-national counties; inappropriate language policy can cause ethnic conflict and affect social stability and development. Multi-national countries' language policy must accord with their own national situation and strictly comply with the principle of ethnic and language equality. In addition,when to popularize the national language and official language,multi-national country should adopt a multi-language policy which is an indication of a respect and recognition to the existence of national minority and its language and cultural rights. Moreover,when making language policy,multi-ethnic country should take legal regulation mechanism to protect every national language and cultural rights,which is helpful to the multi-national country's construction of harmonious ethnic relations.
