SIC方法在警卫路线选择中的运用研究

摘　　要：SIC方法是"安全、影响、成本"三要素评估比较法的简称。在警卫路线选择实践中,运用SIC方法符合警卫工作"安全第一"的指导思想,有利于贯彻落实中央八项规定对警卫工作的要求,提高路线警卫工作效益。运用SIC方法须严格遵循先后顺序,首先评估比较备选路线安全系数的高低,其次评估比较备选路线采取警卫措施对社会面干扰和影响的大小,再次计算比较备选路线采取警卫措施代价和成本的高低,最后做出选择决定。SIC method is the abbreviation of three-factor comparison method of safety,influence and cost. Conforming to the "safety first"guiding ideology in VIP protection,the application of SIC method in the practice of security route selection is not only conducive to the implementation of the CPC Central Committee's eight rules,but also useful to improve the efficiency of route security. Sequence must be strictly obeyed in the implementation of this method,which means the evaluation and comparison of the safety factors of alternative routes shall be done first,followed by the evaluation and comparison of interference and impact of security measures on society,then the calculation and comparison of alternative routes' price and cost. Finally,a choice is made.
