摘 要:建国以来,我国学前教育的办园体制在政府与市场之间变化,具体表现为政府与市场由独立到互补,作用范围与程度发生不断变化。由于政府与市场均存在失灵现象,为有效化解学前教育供给中的市场失灵与政府失效,现阶段必须要理顺政府与市场关系,合理规范政府主导边界。为此,本文建议:第一,明确政府主导边界的基本定位;第二,形成政府与市场职能互补的制度安排;第三,促进公办与民办良性竞争与合作的有效管理;第四,建立城与乡、公办与民办统筹的财政投入方式;第五,构建民主、全面、高效的监督机制。Since the foundation of the Peopled Republic of China, Preschool education supplied in between government and market, Specifically, The performance of the government and the market by independent to complementary, range and degree of changing process. At present, Due to the government and the market failure, it must be straightening out the relation between government and market and norming the government-leading boundary to effectively solve the problems. Mainly including: 1 .the basic position of government-leading boundary is suitability and expansibility; 2.Forming the government and the market function complementary institutional arrangements; 3.promoting the public or private competition and cooperation of effective management; 4.Establishing overall financial investment mode between urban and rural or public and private; 5.Constructing Democratic comprehensive and efficient supervision mechanism.
