摘 要:《民办教育促进法修正案》的出台,将对民办教育的改革与发展产生深远的影响。尽管当前各界对部分条款有不同的见解,但当务之急是尽快加以贯彻与落实。为此,要坚持全面、深入的原则,重点构建多元、多层的协同机制,还要对条款中诸如民办学校办学自主权的保障、营利性民办学校监督机构与董事会关系的处理以及民办学校办学成本的计算和监督等原则性规定加以释义,使之更加明晰、更具执行力。The Amendment of Non-governmental Education Promotion Law will bring far-reaching influence to the reformation and development of non-governmental education.Although there are some disputes about some items,it is important to implement the laws as soon as possible.To this end,we must adhere to a comprehensive and in-depth principle,and focus on building a multidimension,multi-level collaborative mechanism.It is also necessary to interpret the protection of the autonomy in running nongovernmental schools,the management of the relationship between the supervisory institution and the board of directors of the forprofit schools,and the calculation and supervision of the cost of running schools,so as to make them more clear and executable.
