摘  要:水是生态与环境的控制性要素,河湖是水资源的载体,生态河湖建设是生态文明建设的基础内容。经过多年的调度实践,江苏省已基本建立起一套科学合理、行之有效的防洪排涝调度体系,充分发挥了水利工程的防灾、减灾效益。随着城镇化进程快速推进,河湖(库)水质污染、生态退化等问题愈越凸显,江苏省在确保防洪供水安全的同时,积极探索生态(环境)调度。本文扼要介绍了江苏省生态(环境)调度实践,分析了当前生态(环境)调度需求,指出实践中存在的问题,并提出相关建议。Water is the control factor of ecology and environment. Rivers and lakes are the carrier of water resources. The construction of ecological river and lake is the basic content of constructing ecological civilization. After many years of dispatching practice,Jiangsu province has basically established a scientific and reasonable flood control and drainage scheduling system,giving full play to disaster prevention and disaster reduction benefits of water conservancy projects. With the rapid progress of urbanization,the problem of water pollution and ecological degradation of rivers and lakes is becoming more and more prominent. Jiangsu province is actively exploring the operation of ecological (environmental) while ensuring flood control and water supply safety. This paper briefly introduces the practice of ecological (environmental) dispatching in Jiangsu Province,analyzes the current demand for ecological (environmental) dispatching,points out the problems existing in practice,and puts forward relevant suggestions.
