摘　　要：运用内容分析方法对我国最具高技术产业竞争力城市的扶持政策文本进行内容编码和量化比较研究。研究表明,各地区通过财政、投融资、人才、产学研等多元化政策综合发挥协同效应,依托差异化政策因地制宜提升竞争优势,以密集化政策促进产业形成特色。为确保高技术产业人才竞争力,各地区均强化了高层次人才引进政策和配套政策。为此提出:各地区应进一步加大技术研发的政策扶持,激发高技术产业创新潜力;加强创新平台的政策扶持,夯实高技术产业发展基础;多政策引导社会资金投入,扩宽高技术产业资金来源;增强知识产权政策保护力度,激励高技术产业自主创新;同时,还应出台相应创新性产业促进政策,为高技术产业实现快速、健康和可持续发展创造有利条件。This paper applied the content analysis method to make the content coding and quantitative comparison of the supportive policy texts of the most competitive cities in high-tech industries in China. Research showed that, all regions could play a synergistic effect through diversified policies such as finance, investment and financing, talents, industry, university and institute, rely on the differentiation policy to promote the competitive advantage according to local conditions and promote the formation of the industry with intensive policies. In order to ensure the competitiveness of talents in high-tech industries, recruitment policies and related supporting policies were introduced for high-level talents. Finally, this paper put forward a number of suggestions. For instance, all regions should further increase policy supports of technological R＆D to stimulate the innovation potential of high-tech industries, strengthen policy supports for innovation platform to consolidate the foundation of high-tech industry development, guide social capital investment to broaden funding sources, strengthen the protection of intellectual property policies to promote the independent innovation of high-teeh industries, and introduce corresponding industrial promotion policies to promote the rapid, healthy and sustainable development of the high-tech industry.
