摘　　要：本文基于对公立医院"专家型"中层干部行政伦理建设现状分析基础上,以干部选拔"德才兼备、以德为先"原则为指引,挖掘中国传统"德"文化丰富内涵,围绕公立医院"专家型"中层干部伦理建设特征,以"尚德修身、安德务实、依德施政、立德追求、俭德端正、容德奉献、明德廉洁、启德创新"为主要内容构建公立医院"专家型"中层干部行政伦理体系。通过行政伦理体系的建设,强化行政伦理修养,塑造行政伦理人格,完善行政伦理规范,提升公立医院运行与服务效率,更好地服务于人民群众健康事业。Based on the analysis on the current administrative ethics construction of ＂expert type＂ middle-level cadres in public hospitals and directed by the cadre selection principle of ＂possessing both morality and professional competence, but virtue comes first＂, the authors of the paper excavate rich cultural connotations of ＂virtue＂ in Chinese tradition in order to establish the ad- ministrative ethics system of ＂expert type＂ middle-level cadres in public hospitals showing the characteristics of ＂expert type＂ mid- dle-level cadres in public hospitals, and embodying the main contents of ＂cultivating one＇ s moral character with noble？ moral, deal- ing with concrete matters relating to work with virtue at ease, administrating morally, pursuing with moral composition, putting on correct attitude of frugality ,contributing with tolerance, being incorruptible with pleasant virtue, and innovating with enlightened vir- tue. ＂ Through the construction of administrative ethics system,the cultivation of administrative ethics is intensified,the personality of administrative ethics shaped, the standardization of administrative ethics upgraded, and the operation and service efficiency in public hospitals improved. And the undertaking of the health service for the masses of people develops better.
