摘　　要：＂双一流建设＂是当前学界讨论的热点。基于多源流理论,对＂双一流建设＂的政策制定过程进行解读,并从问题、政策与政治三大源流具体分析。＂Double first class construction＂is a hot topic in the academic circle. Based on the theory of multi source flows,this study attempts to interpret the policy making process of ＂double first class construction＂,and concretely analyzes the three origins of the problem,policy and politics.
