摘　　要：笔者通过考察我国古典文献,从规律、制度和管理三个层次研究发现,中国古代在农产品价格管理上形成了一系列原创的理论,包括国家引导市场论、轻重论、基于市场的粮食价格区间管理理论、支持价格与限制价格理论等;也形成了一系列稳定粮食价格和保障主粮供给的中国方案,包括储粮备荒救济政策、以农为本的重农政策、利用供求调节价格的系列政策创新、弹性税制与差别税率、粮食价格信息报告制度、低息贷款政策与反垄断政策等宏观调控措施。这些中国原创的理论、制度、政策在农业价格管理领域居于世界领先地位,为人类发展贡献了中国智慧,在今天仍具有重要的理论和实现意义,至少给我们提供这样三重启示:一是只有根植于中国实践的原创性理论发展,才能为经济学的发展做出中国人的应有贡献,二是只有通过政策体系的持续调整与边际改进,才能实现中国粮价的持续稳定,三是只有从历史与现实、理论和实践、国内和国外市场变化中找准定位,才能使我国的农业发展走向新的辉煌。This paper reviewed Chinese classical literature from three levels research of the law, system and management, found the ancient China has formed a series of original theory about agricultural product price policy, including the theory that the state guides market, theory of light and weight, the theory of grain price interval management based on the market, and the price theory of support and limit; and also formed a series of Chinese scheme to stabilize grain prices and staple food supply, including policies of storing up grain and preparing against famine, the agriculture-oriented, a series of policy innovation of the adjustment of price based on supply and demand, elasticity tax system and differential tax rate, grain price information report sys- tem, low interest loan policy and antitrust policy and other macro-control measures. These Chinese original theory, system and policy created the leading position of the world in the field of agricultural price manage- ment, contributed Chinese wisdom for human being, today still has important significance in theory and real- ity, and provide us with the following three enlightenments： the original theory rooted in the Chinese practice, can make Chinese contribution for the development of economics; continuous adjustment and marginal im- provement of the policy system, can achieve sustained and stable price of food grains ; identifying precisely the location from market changes of history and reality, theory and practice, the domestic and foreign, can make the agricultural development of our country to a new glory.
