京津冀城市群环境治理合作的探索路径

摘　　要：自19世纪90年代以来,在中央政府的推动下,京津冀城市群政府间开启了多领域、多形式的区域环境合作探索,区域环境污染治理成效初显,环境治理合作逐步深入。京津冀城市群跨区域环境合作可以从政府和地方两个层面进行。在国家层面和地方层面制定和完善相关法律法规、政策来引领;京津冀政府间签订合作协议特别是专门的环境合作协议来推动;在国家层面和区域层面建立专门的环境协作机构提供组织保障;开展联合监测、协同预警、联动执法、项目共建来实施城市群政府间的环境合作。Since 1990s, the government cooperoction containing multiple fields and forms has been deeply explored in Beijing - Tianjin - Hebei urban agglomeration under the impetus of the government. With the joint efforts, the overall regional environmental pollution control has achieved remarkable results and various cooperations in environmental governance have gradually deepened. The entire exploration path of envi-ronmental cooperation in Beijing - Tianjin - Hebei agglomeration is shown as follows. Firstly, viewed from both national level and local level, related laws and regulations should be established and im-proved. Secondly, cooperation agreements should be signed among Beijing, Tianjin and Hebei govern-ments. especially a professional environment cooperation agreement . Thirdly, based on national level and region level, a professional environmental cooperation organ should be established to provide neces-sary organizational guarantee. Finally, by means of united monitoring, coordinated warning, joint law enforcement and project co - construction, a series of environmental cooperations should be formed, among the above urban agglomeration governments.
