摘　　要：在建设服务型政府的背景下,创新社会福利的供给模式是转变政府职能、构建新型社会服务体系的重要任务。通过对政府购买社会福利服务的模式及演变机制的分析,提出社会组织参与社会福利供给的优化路径。基于此,社会福利供给创新需做到:推进服务型政府的建设、优化福利供给绩效评估、创新拓展多元融资渠道、积极培养社工专业人才、营造社会福利法治文化、创新公众有效参与渠道。In the context of building a service-oriented government,the innovation of social welfare supply mode is an important task to change government functions and build a new social service system.Through the analysis of the mode and evolution mechanism of government purchasing service,this paper puts forward the optimal path of social organizations participating in social welfare supply. Based on this,the social welfare supply innovation should promote the construction of a service-oriented government,optimize the welfare supply performance evaluation,expand diversified financing channels,actively cultivate professional talents,create a social welfare law culture,and innovate effective public participation channels.
