摘　　要：《健康家庭基本法》的制定为韩国家庭福利政策的未来走向奠定了基础。这部法律使韩国家庭福利政策对象从家庭成员向家庭整体转移,从问题中心向预防中心转换,表现出家庭福利政策方向的转变。但这部法律从提出立法案开始就遭到了社会各方面的批判,围绕健康家庭的内涵、国家政策对家庭的介入、服务输送体系等展开了激烈争论,表现出不同利益集团对家庭环境变化的不同态度和不同策略。The enactment of ＂Framework Act on Healthy Families＂ lays the foundation of the trend about South Korea＇ s family＇ s policy. This law transfers the object of South Korea＇ s family＇ s policy from members of family to the whole. However, it suffered from society＇ s various aspects of critical from its legislation, the scholars debated fiercely around the connotation of healthy family, the intervention of national policy to the family and service delivery system, it reflects different interest groups＇ diverse attitude and strategy to the change of family environment.
