摘　　要：在新时代的背景下,"互联网+政务服务"面临着政府治理生态和政府治理能动性转变的双重挑战。机械模仿运用"互联网+政务服务",政务服务重组缺少"互联网+"思维,政府创新扩散发展不平衡,不但消减了"互联网+政务服务"的效能和公平,而且加大了地方政府治理转型升级的难度。为此,亟需充分发挥政府治理能动性的主动力、统筹力、重塑力,以加快转变政府治理理念为主线,以进一步完善政府治理机制为支撑,以正确处理好发展平衡关系为抓手,有效提升"互联网+政务服务"的效能性、耦合性、精准性。In the context of the new era, the ＂Internet ＋ government services＂ program faces the dual challenges of the changing environment of government governance and the renewed initiative in government governance. Problems such as the mechanical imitation of the application of ＂Internet ＋ government services＂, the lack of ＂Internet ＋＂ thinking in the government service restructuring, and the uneven spread of government innovation, will not only weaken the effectiveness and fairness of the ＂Internet ＋ government services＂, but also increase the difficulty in the transformation and upgrading of local government governance. Therefore, it is urgent to give full play to the motivational, integrating and reviving role of the initiative in government governance; focus on speeding up the transformation of government governance concept; improve the government governance mechanism; properly handle the balanced development issue; and enhance the efficiency coupling effect and result-orientedness of the ＂Internet ＋ government services＂ program.
