摘　　要：为推进医疗卫生系统廉政风险防控,针对深圳医疗机构尤其是各大医院决策、基建、采购、人事、财务5个重点权力,在深圳市卫计委的医学信息中心部署"五权"数据监管查询平台,对医院的权力执行提供有形的监管依据。该系统基于B/S架构的原则进行设计,使用JAVA SSI框架开发,实现了数据同步、查询、统计三大应用模块。目前,深圳市妇幼保健院已完成五权终端所有功能模块部署,其中财务管理模块已在市卫计委各直属事业单位使用,"五权"各业务数据均同步至平台,实现了医院权力的全流程监控。通过平台的建立,强化了卫计委对医疗机构的制度管理和权力制约,推进了医疗卫生行业风险预防和反腐败工作。In order to promote the risk prevention and control of health care system corruption, a five-right supervision and inquiry platform was deployed in the Health Information Center of Shenzhen Health and Family Planning Commission to supervise processes of decision-making, infrastructure, purchasing, human resource and finance in medical institutions especially hospitals, which could provide supervision evidences for the execution of powers. Browser/Server architecture was designed to set up the system and JAVA SSI for development framework. The system is comprised of three function modules： data synchronization, inquiry and statistics. Currently, all function modules of system terminal have been deployed in Shenzhen maternal and child health hospital. Besides, the financial management module has been applied to public institutions directly under Shenzhen Health and Family Planning Commission, and the business data of five-right has been synchronized to the platform, which achieves the goal of whole process monitoring. The construction of five-right supervision and inquiry platform has strengthened the system management and power restriction of hospitals from government, which promote the work of risk prevention and anticorruption in healthcare industry.
