摘　　要：在经济新常态形势下,以初粗加工为主,依靠资源消耗、投资刺激等传统动能的发展模式已难以为继,纺织服装作为山东省乃至全国的传统支柱产业,大力开展行业质量提升,加速新旧动能转换对产业和区域经济发展具有重大意义。本文在充分研究相关理论、文件和大量调研的基础上,对山东省纺织服装行业质量现状进行了全面分析,剖析了行业在技术创新、人才队伍、质量基础、质量水平、品牌建设等方面存在的问题,从推动行业新旧动能转换的角度提出了六条质量提升路径。Under the situation of China＇s new normal economy, the development model, which mainly focuses on primary rough machining and relies on traditional kinetic energy such as resource consumption and investment incentive, has become unsustainable. The textile and garment industry is the pillar industry of Shandong province and even the country, so it is significant to vigorously promote quality improvement in the industry, and then accelerating the transformation of old and new kinetic energy into industrial and regional economic development. This paper is based on the fully study of relevant theories, documents and numerous surveys, and comprehensively analyzes the quality of textile and garment industry in Shandong province. Besides, it analyzes the problems existing in technology innovation, staff team, quality Infrastructure, quality level and brand construction, and then the essay concludes six quality improvement paths, proposed from the perspective of the transformation between the old and new kinetic energy in the industry.
