摘 要:在归纳、总结空气污染健康损失估算和防治成本核算方法的基础上,文章以本溪市为例,采用工资风险法定量化估算了2014年本溪市因PM_(2.5)污染所致的健康损失,并对其2012~2014年期间的PM_(2.5)污染防治行动展开费用效益分析,结果显示:2014年本溪市PM_(2.5)污染健康损失为96.320~126.230亿元,占其当年GDP的8.06%~10.57%;相比较2011年,PM_(2.5)污染防治健康效益为44.860~59.380亿元;2012~2014年期间,本溪市PM_(2.5)污染防治总费用为14.664~15.944亿元,效益费用比为3.059~3.724倍。In this paper,on the basis of summarizing the methods for estimation of air pollution health loss and accounting of air pollution control cost,Benxi City was taken as an example,and wage risk method was used to quantitatively estimate the health loss caused by PM2.5 pollution in Benxi in 2014. Then,cost-benefit analysis of the PM2.5 pollution prevention and control activities from 2012 to 2014 was performed. The results showed that in 2014, the PM2.5 pollution health loss in Benxi was9. 6320 ~ 12. 6230 billion RMB,accounting for 8. 06% ~ 10. 57% of its GDP in that year. Compared to that in 2011,the PM2.5 pollution control health benefit was 4. 4860 ~ 5. 9380 billion RMB. During the period from 2012 to 2014,the total costs of PM2.5 pollution control in Benxi was 1. 4664 ~ 1. 5944 billion RMB,and the cost-benefit ratio was 3. 059 ~ 3. 724 times.
