摘　　要：高水平行业特色大学具有行业一致性、时代适应性和服务集中性等基本特征,在面向行业和面向地方两个层面,存有人才培养高端性不够、服务性不强以及创新性不足等现实困境。新形势下,高水平行业特色大学应以建设"一流学科"为契机,抢占高等教育内涵建设的关键点,通过实施人才培养的分层分类模式、国际协同模式以及社会共建模式等,深化"顶天"和"立地"发展战略,实现人才培养的转型。High-level universities with industry characteristics have such basic characteristics as industry consistency,adaptability of the times and service concentration. In the aspect of facing the industry and facing the localities,there are not enough high-end talent training,low serviceability and insufficient innovation Realistic dilemma. Under the new situation,high-level industry-specific universities should seize the opportunity of building "firstclass disciplines"to seize the key points of the connotation construction of higher education. By implementing the hierarchical classification model of personnel fostering,international synergy mode and social co-construction mode,Top and site development path,the Universities achieve the transformation of personnel fostering.
