摘　　要：企业创新是国家科技进步的巨大推动力,但发展早期的资金匮乏成为创业企业为科技进步作出贡献的障碍之一,所以政府引导基金在创业企业,尤其是高科技企业发展的早期起到了重要作用。尽管我国政府创业投资引导基金近年来得到了长足的发展,但由于我国创业投资发展迅速,引导基金仍然需要不断改进以适应环境的变化。本文梳理了政府创业投资引导基金设立的理论和现实依据,总结了其现状和存在的不足,最终阐述了其角色定位和管理逻辑,以期为创投引导基金的管理提供有益的理解。Enterprise innovation is a great impetus to the national scientific and technological progress, however, the lack of funds in early stage of star-up enterprises becomes the significant block to contribute to scientific and technological progress. And therefore, the governmental guidance fund for start-up enterprises, especially for high-tech enterprises, plays an important role. Although China＇s governmental guidance fund in recent years has been developed by leaps and bounds, because of the rapid development of China＇s venture capital, the guidance fund still needs to adapt to changes in the environment. We examine the theoretical and practical basis of the establishment of government venture capital guidance fund, summarize its present situation and existing problems, and finally expound its role orientation and management logic, with a view to providing a useful understanding for the management of venture capital fund.
