摘  要:20世纪80年代,强调绩效、问责、竞争的新公共管理逐渐兴起,并借由国家政策迅速介入高等教育领域。虽然不同国家对新公共管理进行了方向和程度不一的回应,但总体来看,在新公共管理的影响下,各国政府的治理手段由全面干预转为"远端操控",一方面引入目标管理,减少过程控制,大学实现一定程度的权力下放,自主性有所增加;另一方面,政府强化表现性评估,同时将经费补助与绩效表现挂钩,加强对大学的结果问责。In the 1980s, the new public management which heightened performance, accountability and competition were emerging and had an impact on higher education promptly. Although different countries have responded differently to new public management in directions and levels, but in general, governments shifted governance means from comprehensive intervention to "steering from distance" under the influence of the new public management. On one hand, the government introduced management by objective, weakened the process control, as a result, a certain degree of decentralization has achieved which increased the autonomy of university.On the other hand, the government has strengthened the performance assessment as well as linked funding policy with teaching and research performance to enhance the accountability of university outcomes.
