摘　　要：研究目的:针对农民"户有所居"目标,基于宅基地制度改革局限性分析,借鉴相对剥夺理论,提出农村住宅制度完善路径。研究方法:案例研究,综合分析。研究结果:当前宅基地制度改革目标还未完成城乡住房体系的对接,构建新型农村住宅制度,形成同城镇住房制度相对应的格局,在有条件的地区还应发展农村非保障住房,这将为统一城乡住房保障体系、打通城乡住房市场奠定基础,是城乡融合发展的需要。研究结论:构建能适当增加住房可流转性的农村住房制度,将有利于促进城乡住房权益平等,减少城乡居民的相对剥夺感,提升农民在住房方面的获得感。＂Housing for All farmers＂ can not be separated from the improvement of rural residential land and rural housing system. Based on the analysis of the limitations of the current rural residential land system reform, this paper explores the ideas and significance of constructing a new rural housing system in light of the relative deprivation theory, and analyzes the pilot experience of Yujiang County in Jiangxi Province. The research shows that the current rural residential land reform cannot create conditions for the linkage between urban and rural housing system. In order to form a counterpart pattern with the urban housing system, the new rural housing system should be constructed, and non-affordable housing in rural areas should be developed in the qualified areas. The above efforts would establish the foundation for integrating the urban and rural housing security system and connecting the urban and rural housing market, which is the demand from the urban-rural integration. In conclusion, constructing the rural housing system which can increase the transferable houses appropriately would help increase the relative deprivation within rural villagers and reduce the relative deprivation between urban and rural residents, thus would promote the rural-to-urban migration and new urbanization.
