摘 要:长期以来我国农村中小学在家校合作的外部运行机制以及政策保障和落实等方面,一直存在着诸多问题。随着撤点并校,对农村中小学实施集中办学,使得农村寄宿制中小学家校合作问题更加集中,矛盾更加突出,甚至成为制约农村寄宿制中小学办学质量提升的重要因素。改变这一现状,需要以学校教育为基础,以村(居)委会的作用发挥为纽带,形成学校、家庭和社会共同配合的有效运行机制。在此过程中,省级和各级地方政府的政策支持和政策落实不仅是关键和保障,也是上述因素得以有效运行的前提和基础,其目的是为了促进儿童保护政策的有效实施。For a long time,there have been many problems in the external operation mechanism and policy guarantee and implementation of the collaborations between family and the elementary and secondary boarding school in rural areas. With the implementation of centralized education in rural primary and secondary schools,the problem in this collaboration becomes more prominent.It even becomes an important factor that restricts the quality of primary and secondary boarding schools in rural areas.To change this situation,we need to take school education as the foundation and take the village committee as a link to form an effective operation mechanism where schools,families and society cooperate with each other.In this process,provincial and local governments'policy support and policy implementation are not only the key guarantee,but also the premise and foundation for effective operation of these factors,the purpose of which is to promote effective implementation of children's protection policy.
